cpu ghz fulucate on intel burn in test. is this normal?

when i run intel burn in test throughout the test my multiplier will randomly drop for a second to 20.5 to 17 making it 4.0 to 3.4 ghz. is this supposed to happen? is this normal? isnt it supposed to stay at 4.0 ghz throughout the whole test?

i rmaed my cpu back to amd a while back and when they gave me a new one it was kinda chipped.
the top left corner on the pcb is chipped like a tiny bit. copuld this be the cause of my multiplier going from 20.5 to 17?

Solution
It's normal if you have all the power savings on.

In order to get rid of it, go into the BIOS and disable every single power saving option for the CPU in it.
