Laptops can't connect to internet but smartphones can

A couple days ago a virus was detected by my internet provider so they put our connection in quarantine.
I scanned every computer connected to the network (6 laptops) with malwarebytes and removed a lot of virusses and PUP.

This is all happening in a building my parents rent to other people in a very empty area, the network was unprotected and working fine like that for at least 3 years (probably more).
There is 1 modem where WAN comes in and this modem is connected to 2 access points/repeaters with an ethernet cable.

I decided the 2 access points needed to be protected with a password so I factory reset everything, because we didn't know the admin details.
Right now I received a message from my provider that the internet connection is opened again.

After I factory reset the 2 routers I put a password on both of them (WPA2).
Now here is the weird thing/problem:
first router im able to connect to with both my smartphone and laptop (also other laptops and smartphones in the building) but windows (8.1) says the connection is "limited" and im not able to access the internet with both my laptops and smartphones.

the second router is doing really strange things though,
my laptop reacts the same way it does to the first router: can connect to the router but not to the internet (same thing with other laptops).
but my smartphone can surf on the internet just fine :S.

I don't understand whats going on.

I'm about to sent people who know what they are doing to solve the problem but I thought I should ask the interwebs first :p
