my psu is a cosair RM1000
the fan isn't spinning and i realize that it doesn't until it reaches a certain temperature, but it keeps over heating and shutting my computer off when playing some of my games...
also its only a couple of months old and could have been doing this for a while. and it won't have anything to do with the other components because i could have brought a 500w instead of a 1000w, but future proofing... any advice???

Its quite normal.......................Each component in the RM Series is optimized for performance and silence. The 80 PLUS Gold certified efficient design of the RM Series means minimal excess heat generation, and thanks to the Zero RPM fan mode the fan doesn’t even need to spin under low to medium loads. The custom-designed fan is an optimized operation even at full speed. And when you’re pushing it hard, the thermal sensor controls the fan speed to ensure that it gets the cooling it needs without any extra noise....... so no worries your psu is fine...

Contact Corsair.

Fanless mode works when you are under 20% load or 200Watts drawn.

So your fan should be off whenever you aren't gaming and turn on when you are. Have you actually looked used a piece of paper to determine that the fan is kicking in when gaming?

Just hang the paper behind the PSU and air should move it slightly.

How do you even know your power supply is overheating anyway?

Because when playing games my pc instantly shuts off and the PSU is really hot, then I tried turning it back on with the side off whilst still really hot and the fan doesn't spin, I have to wait half an hour for it to cool down as well...
