I am getting half the speed of all the citizens of my island

hello there people,
i live in greece and we have adsl up to 24 mbps which means the further away we live the less speed we get.I live in paros ,which is in the cyclades and the DSLAM is in Athens the capital city of greece.You can see in the map that i am not so far away.
Thats not the problem.My best friend lives a little further away from me(5-10 minutes with a bike) and he is getting 13.30 download speed in his house.Also where my mum works (maisonettes)is far away from civiliasation lol with desert and goats next to it and there they get 13.50 download speed.
In my house with the exact same ISP plan i get rougly 6.5 mbps download(my modem says 8.2)Both of them have aftermarket modems (i mean not the one that the isp gave it to them) so i dont think its a coincidence.Let me talk to you about my set up.My modem/router is almost at the middle of the house.A phone line cable runs from the room of my parents and goes outside of the room in the hall way where the router is right next to the door.The cable is pretty long ,i would say 20 meters, maybe less.The actual distance its not that much its actually 7 meters but we have tied it up.I have tested the modem with a 1 meter cable exactly next to my pc and i get 8mbps the most.Also ,its not a straight line cable.It has a splitter in the middle.So i am asking if anyone knows any reasons i get half the speed as my friend and the maisonettes?
i have talked to my ISP and they said did you reset your modem?i said no and i went to do it ,same exact speed, and they said "anything else i can do to you?"lol and i said no*i also said fk you inside me but meh*
Worth notice that they have aftermarket modems as i mentioned above
Some of the reasons that i can think is that 1.the wiring in the house is old
2.The modem has got old (6 years old)
3.The wiring may have a problem(but i said that i tried with a different 1 meter cable next to my pc and it didnt change much)
The modem that maisonettes have is a td-w8970.
Also i have noticed that a month now the speed drops to like 0.2 mbps and the ping goes to 600 and i cant do anything especially if am playing games

The ISP should be able to come out and actually tell you how good the cable is. If the cable in the house is old the cable between the house and the street connection also like is old. There are normally multiple pair of wires in these cables some may work better than others. Then again it could be the issues with the telephone wires anywhere between you and the telco. They generally have many many splice points along the way and any issue with any of these will degrade your signal levels.

I would find where the wire enters the house and plug in at that point. Most telcos...can't say about greece... have a demark box on the side of the house. Pretty much everything up to the demark box is their responsibility and everything past is yours. Most these boxes have a jack you can plug directly into. This is the jack the phone company uses when they test the connection but you can also use it to test.

i remember one day we had a problem with our internet and we called the support and they said that the line had a problem and they would send someone to look it up.No one came and after we called them again they said that the line didnt have any problem.Maybe it still has a problem but they are blind or making excuses
