Can someone help me turn on turbo boost on my MSI GE70 Apache Pro-012?

I recently bought an MSI GE70 Apache Pro-012 w/ Intel Core i7-4710HQ CPU @ 2.50 GHz, 12 GB of RAM, and a GeForce GTX 860M graphics card. It says on the official MSI page and the Amazon page that this computer has a 2.5 GHz processor without turbo boost and 3.2 to 3.4 with it on. I cannot figure out how to turn it on. Can someone tell me how to get into the BIOS/turn on turbo boost?

For example: I run PlanetSide 2 on lowest settings and get 15-20 frames. Why is it like this?

Do you update your drivers?
Any malware?
Clean you laptop?

Computer came in yesterday. I have had it for less than 24 hours, so don't think any of those are a problem.
