Intel DP67BG Extreme Series Board Reboots Before Processor Init

I am building a workstation/gaming computer using an Intel Xeon E3-1220 v2 with an LGA1155 Socket Type, a EVGA GEFORCE GTX 750ti, Corsair CX500 Power Supply, Corsair Vengeance Pro Red DDR3 2x4GB RAM, Western Digital Blue 1TB Hard Drive, an LG Disk Drive, a Intel DP67BG Extreme Series Board, and an NZXT Phantom 410 Case. After getting everything all wired up I turn it on and before even getting to processor initialization it restarts ( I know this from the troubleshooting LEDs. ) I have spent a few days trying to figure it out but I can't. Thank you for answering! Anyway, I have the CPU Cooler Connected and the onboard speaker doesn't give me anything I did check the troubleshooting ideas and I believe that it is a MB or CPU issue but how can I tell? Should I remove the CPU or the CPU power if I wan't to troubleshoot that?

 
If you have other compatible CPU then you can use it to test the MB, or can you borrow one from someone else?

If you use other cpu that works install into the DP67BG, so
1) if the pc works then the problem is the Xeon E3-1220 v2.
2) if the pc does not work and the problem is the Intel DP67BG.
That is the only way to find out which one is broken, if you think either cpu or MB has the problem.

Unfortunately, I don't have another Intel CPU with an LGA1155 Processor Socket. I will keep looking though, and thanks for the help.
