PC suddenly developed coil whine, changes with different PSU

Hi everyone, I have been searching for a week and I can't find anyone with a problem quite like this. I had a mining rig with 2 Sapphire R9 280X Dual-X and a Corsair HX850 PSU 80+ Gold running for about 7 months. After I shut it down I moved one 280X into a PC with the following specs:

CPU: i5 4670k
Mobo: MSI Z87 G45 gaming
RAM: G.SKILL Ripjaws X 4x2GB 1600Mhz
PSU: EVGA 600 B 80+ Bronze
GPU: Sapphire R9 280X Dual-X

I didn't have any issues for about 2 months. I haven't added any new hardware or changed any settings like overclocking. I never installed both GPUs in crossfire in this PC. Then a week ago I opened a game and suddenly heard the coil whine coming from the GPU. I tried several other games with similar results. I manually changed the fan speed of the GPU, which made no difference. The whine happens with other apps that use the GPU as well, so just using V-sync won't fix it. I read that it might be the power supply, so I removed the EVGA PSU and installed the Corsair PSU. Now the whine comes from the PSU, not the GPU. I even removed the PSU from the case and used a paper tube held against my ear to be sure. The whine sounds almost identical whether it comes from the GPU or PSU, but is louder with the PSU.

Next, I removed the 1st GPU and installed the 2nd, and the same thing happened. If the EVGA PSU is installed, the whine comes from the GPU. If the Corsair PSU is installed, the whine comes from the PSU. Before I thought something happened in the GPU that was causing the whine, but both of them act the same. The Fan speeds of the GPUs and PSUs make no difference

Now I'm out of ideas, besides RMAing half of my parts. Would getting new parts even matter? The whine happens with 2 GPUs and 2 PSUs, and I tried all 4 possible combinations. Could something have happened in the motherboard? I don't have another motherboard to test on anymore or I would have tried that too.

Any help is greatly appreciated.

I tried both overclocking the GPU and lowering the voltage, but it didn't seem to have any effect. I also tried taking the GPU out and ran the monitor off of the motherboard's display port with the Corsair PSU installed. I ran the programs that caused the whine, and there was no whine while in any of them.

If it is the motherboard, is there anything that might help with the sound? I haven't been able to find much online about motherboards causing coil whine.

I did some more tests while running a game in fullscreen with my 2nd monitor plugged in. I noticed that whenever the whine happens, the 2nd monitor shows a sort of horizontal rippling interference pattern. My 2nd monitor is VGA with a DVI adapter.

I also tried installing both 280x GPUs at once with the Corsair HX850 PSU. If anything, the whine was slightly quieter than with a single GPU, but not much.
