High GPU Usage(When using some programs)

Recently I've been getting high gpu usage on some applications.
On Idle gpu usage is 0%.
But when loading Google Chrome gpu usage goes to 60%
When using XBMC, World of Tanks, and any other game(when only on menus) it goes to 99% causing fps drops on the gameplay.

From what I know is something caused by AMD Drivers, but i've tried reinstalling and it didn't fix.

I formated my pc, did the windows updates, installed video card drivers, and the same problem.
Tried not installing AMD hdmi driver.

My GPU is: Sapphire R9 270x Toxic
 
You want your video card to max its usage while playing games in order to get stable fps so that 99% its ok, perhaps your cpu/ram is holding back your video card.

Regarding for google chrome, I know it uses hardware acceleration for graphics but it shouldn't be raising that much imo, however I don't use chrome so wait for someone else to post that knows how it usually behaves.

It can't be my cpu or my ram holding me back since i've already played without any problems.
The problem is that on the menus of any game its already using 99% of the gpu, when actualy playing I get alot of fps drops.

For example on XBMC which is not a game, when I open and use the program gpu usage is always at 99%. Causing lags on my pc.

EDIT: Suddenly started acting normally.
Can't explain now how I solved this since i've already tried reinstalling drivers and it didn't work that time.

Will post a solution for someone who has the same problem as me when I find out what changed on my pc.
