The GT 210 is a pretty anemic little gfx card. It is only about a 30.5W card. That will draw only ~2.5 amps on the +12V rail. I can't imagine Dell putting in a PSU that wouldn't handle that little card. Can you see the nameplate on the PSU you have now? If so, what is the +12V specs? (A)mps and (W)atts for that rail. That's more important than...

Physically, yes.
But if you have a dual channel memory system, you really need to match the stick of memory as close to exactly the same as possible. Same timings, voltage, speed, manufacturer, etc. Dual channel memory is usually sold in matched pairs just for that reason... to avoid memory errors that can arise with mis-matched pairs.

also, with that new ram, and the video card i linked in original post, is my 250w power supply going to cut it? or do i NEED to move up to:
