Stop gtx 770m from downclocking?

Hello, My gaming laptop is a Toshiba Qosmio x70, it has a I7 4700mq cpu, 12 gb ram, NVidia gtx 770m, and a Samsung evo 250gb.

My issue is this, IT RUNS TO REDICULOUSLY HOT, this laptop is poorly designed and the gpu downclocks at 80 degrees which is a joke considering gaming laptops normally run very hot, the gpu goes from around 700+ MHz to a laughable 400mhz, It goes from being able to play BF 4 on medium settings perfectly at 60 fps with vsync, to unable to maintain 60 even with everything set to low.

Attempting to bypass the 80 C temperature cap I used EVGA but for some weird reason it doesn't effect battlefield 4 so I tried MSI afterburner, with this I'm able to change the cap to over 90 degree's and it works perfectly... atleast for a while. For seemingly no reason, after enjoying a nice gaming experience with my gpu running past 80 C, usually around 15-30 minutes into playing the game, the gpu usage level will drop incredibly low and the game will run horribly. I've been messing with it the past couple of days and can't seem to get it to just run without running into this issue. To fix it I have to close the game out and reopen it, it won't go away even if minimized and allow the computer to cool down.

I'm not sure what's causing this, and does anyone have any suggestions, maybe some alternate programs to try? If you can please post as many programs and/or possibilities you can think of that I can try. Thanks ahead of time for any and all help :)
 
Solution
As i7Baby pointed out, any hotter and it'll start damaging the laptop. Open it up and give all the heat sinks a good clean, buy a good cooling pad and blast the a/c.

Yes master I removed the wordy dirdy, Hopefully no ones eyes have been scarred and their hearts exploded in terror, I can only imagine what king of traumatizing experience anyone who had seen that word just went through, I apologize and am deeply sorry for the terrible tragedy that happened because I dared to use such a horrific word.

If you know of any programs similar to evga or msi that can tweak settings that would be great, I remember using some others awhile back but I forgot the names. I purchased a laptop cooler earlier today and am waiting for it to arrive, in the meantime I want to just see if I can find something that works.
