Intel Turbo Boost Help

I just did a fresh install of Windows 7 and downloaded the Intel Turbo Boost Monitor 2.0 and it shows no cpu speed just a green leaf showing energy saver mode. I updated my Bios and there is only a option to enable/disable Intel Speedstep which i have enabled. I stress tested the cpu with prime and no change on the Turbo Boost Monitor. I also changed my battery settings from balanced to high performance which did nothing. I have looked at my threads with no solutions for my problem. I just want to have turbo boost working. Please Help!

By default you do not need to turn Turbo Boost on. It work automatically, but you need to give your CPU some work to do to be able to see any benefit from it.
Also, if you stress test the CPU, you more than likely will be maxing out it's cooling capacity in which case Turbo will not operate as the CPU will only spin those cores up if there is sufficient cooling.
