My PC is underperforming?

My computer is acting really strange and as I am not very into computer system/hardware, I have no idea why it acts like that.

Examples:
1. Every game I play in League of Legends at a random time the fps will drop from 2 to 4 times to exactly 16 fps 2 seconds from each stutter. Other than that my game runs very smoothly and never drops.

2. Counter-Strike GO: Sometimes it would run smooth with 300 fps and not drop but other times it would say that it runs with 300 fps but feel choppy as hell.

Also sometimes when I join it's good and 5-30 minutes later my FPS goes to 60 and drops to 5.

3. On BF4 on ultra settings i get 50-65 fps and on a preset that is the same as a friends of mine I get 80-90 and he has 150+. His CPU is a little better but his GPU is waaay worse so this doesn't make any sense.

-----------------------------------------------------------------------------------------------------------------------------------------------------------------------------

CPU - i5-3570k (3.8 turbo) (~70-80 degrees celsius)
GPU - saphire r9 290 4GB (not overclocked only boosted fans to go to 60% when gpu is 80 degrees celsius.
MB - z77 extreme 3
System - Windows 8.1 64 bit
RAM - 8 GB kingston 1600 MHz

Solution
t3x is smaller 92 mm height compared to 212 which is 159 mm in height so u can see the 212 evo is much bigger in size so more heat dispersion and the t3x evo will cost u around 16 $ where as 212 evo will cost to around 30 $ and there is one more option cooler master hyper 212 plus its similar to hyper 212 evo and costs 19 $ because of 10$ rebate.

I personal think buying the hyper 212 plus would be the best choice for u its 3 $ more expensive than t3x and 10$ cheaper than 212 evo and performs similar.

I'd blame it either on unstable net connection or hard drive /especially if you have slower drive such as wd blue and you have both your os and games installed on it/. especially if it happens as new characters are loaded on screen for the first time :D

i use wd blue and gtx 760 and i get 60 + fps in most of the games at ultra at 1080p.........wd blue is a very good brand for hdd and ssd will not increase the fps in games it will only boost the loading time of the game but no fps increase.....so i am assuming its either a poor net connection with high ping or a overheating processor....

Yes these games are online multiplayer games.

Well my new internet has shittier connection but this used to happen even with my old net which was very stable and 100 mbps download and 60+ upload .

Processor overheat? Doesn't it need to go up to like 90+ for that? Mine goes only to 80

Just played the first BF4 mission.

CPU temp 70
GPU temp 78-80

FPS:
min: 10
avg. 55
max: 150 (if I look at the sky) otherwise 70

Both. CPU temp = hottest core temp . All cores are very close +- 2 degrees

Yes I was with that version but today I downloaded 14.7(beta) driver to see if it is any better and gotta try it later.

Can you do the next,

Download the next program,

http://www.hwinfo.com/download32.html

You can open hwinfo32,after that open the sensor window by marking sensors=V,after that click run,,then click at the bottom "Logging start" ,after that choose a name and place for the log.like Hwinfolog at your desktop.Leave it open and do game/stresstest or whatever you do for about 15->30min. then save or until a crash. The log will end at that point but will be saved.
After the restart upload the log to a site without to much crap (!),for instance dropbox, and leave a link to it here

Most basic things like cpu and gpu temps are good, also voltages on the psu,so that shouldn't give problems too.

I think that the gpu should be able to handle 80°c (the max in that log too),throttling starts at ~94°c if i'm not mistaken.

are you 100% sure it's the cooler's fault? Because I really don't want to be giving money that I don't have if it's not gonna do anything.

It's worth a shot,a hyper tx3 isn't that expensive most of the times.

You could at least get a tube of paste and take the stock cooler of,clean the old pasta of with a clean rag or some soft toilet paper and redo again with medical alcohol till cpu and cooler are both clean, after that reapply paste,a "ricegrain" should do or just a little blob in the middle of the cpu, then put the cooler back to see if this helps with the temps. Also clean the fan on the cooler when you're at it.

sorry i cant be 100% sure about it its a theory ...... but overheating cpu can cause sudden lags and freeze and sometime restarts.so if u want to save money then get a hyper t3x evo it will cool your cpu and is 16 $.
as vic 40 have told removing and reapplying the thermal paste can do the job sometimes the TP dries up and cause heat issues so put a drop of tp if its more liquify put a bit more but if its a thick paste then drop is good then spread it evenly with a credit card or a plastic screw driver

Well I have recently changed the thermal paste (artic silver) but okay guys. I will take your advices and I will try and get money for a cooler. Which do you think is better? The Hyper t3x evo or hyper 212 evo

You really spread that thin with either a credit card or something like that or even just a thin plastic bag (sandwhich bag) around a finger? Or even a latex glove.
It's quite a thick paste and when heaving a too thick layer could cause heat issues too.

The evo is better, but also more expensive. For some overclocking, which can be done with that cpu,the far better one.

Okay.. You got me confused here :D . Both coolers are evo ^^ . So which one do you say is better t3x or 212? Also any idea how much will I be able to OC it with one of those beasts, without having my CPU throttle?

About the paste, yes it was applied properly, I even watch a video on how to do it :D
