Low fps with low cpu / gpu usage

My fps will sometimes drop on these games (wow,bf3,skyrim) but the cpu / gpu usage is always below 80%. On wow im seeing a 7% gpu usage and 16 % cpu usage(i only get drops in cities). on skyrim i have 40-50% gpu usage and 40% cpu usage and i get fps drops to 40-50. on bf3 i have a strange choppy performance with 50-60 fps. cpu / gpu usage still below 80-85 % what could be causing this ?
GPU: Gigabyte gtx 660 driver 332.21
CPU: AMD fx 6300
RAM: 8gb

That's normal, games won't use more that 80%, really. I think that it's simply because of a rather weak CPU.

Your CPU has multiple cores, and the games you listed can't use more than a few of them. I'd guess the games are maxing the cores they can use while leaving the others idle (keeping the % lower), and your CPU becomes a bottleneck, but I can't be sure about it.

That's a possibility.
Other possibilities would be heat, driver problems, etc...

at what temp does the cpu throttle down? And will enabling it's turbo mode help? if so how can i enable it?
