I am building a new system and want the fastest I can get within my budget. I am thinking of the following system but do not want to pay extra to have my CPU enabled for overclocking. I do some gaming and video editing but mostly just want a screaming system. Any opinions would be greatly appreciated.

1, If you're not doing any heavy image/video rendering, then get a Core i5.
2, Air cooling is enough except if you OC heavily.
3, 16 GB of RAM is overkill for gaming and for minor video editing.
4, There are cheaper SSDs on the market.
5, I would get a GTX 750 Ti or a 760.
6, Apevia PSUs are crap, get one from a more reliable brand.

1. He said he's streaming and video editing and he wants the fastest pc withing his budget. i7 4790k perfectly fits there.

2. Good air coolers are better, cheaper and quieter than the h60. Get a noctua nh-d15 (very quiet and extremely strong) or a h100i (louder, more expensive but ~1C better temps) for performance cooling or a 212 evo for cheap, yet strong cooling.

3. The ram he chose is great.

4. Get whatever (good rated) SSD is the cheapest for you.

5. 750ti would be great for light gaming. However, if you want good full hd gaming performance on lastest games you should get a r9 280 or better though.

6. Yep. PSU's can screw and kill all components. Do NOT get a cheap one. Tier B+ (very good, just not quite $300 tier A psu's) are usually still in greater wattage numbers. Exception here would be
bequiet straight power e9. A 580w one will be more than enough for you. The 500w one I have is more enough for me, even with oc'ed cpu, gpu and ram. If you're also fine with tier B- you can also go with an XFX/Seasonic 550w one. Ask us back if it's a good one before buying, though.

That's going to be a very powerful build. What's your budget?

Edit: Answering your original question: all k series intels are unlocked. If you get a z97 board (which you do) you can overclock them.

Thanks for the answer. My budget is under $1500 but I'd like it under $1300. It is still a build in progress. I do not need all this power. I just want it. Maybe foolishly but I want what I want.

if you don't want to overclock. Going with the e3-1231v3 saves you 50$ for the cost of 100mhz. Or e3-1241v3 for same clock and still 30$ cheaper.

I'd go with 16gb of ram for what hes willing to do.
The gpu can be kept down to like a 770 gtx. Or, if you need that extra performance (whyever, makes no sense in a non-main gaming build) you should go with a r9 290. MUCH cheaper and still stronger than the 780 gtx (non ti). Just make sure you take one good cooled brand. Gigabyte windforce or the tri-x vapor ones run good.
