Solution

1, better startup times
2, faster read/write times
3, a bit better security
That's all I'm aware of.

Windows 8.1 won't affect your FPS, it's just a question of taste. Personally, I hate the new metro start screen and I have stayed on windows 7. But, you might want to upgrade to a 64-bit edition of Windows 8.1 so that your system can use more than 4 GB of RAM.

It's just up to personal preference. With Windows 9 coming out next year, I'm sure they'll be treating Windows 8 just as everyone did with Vista. Windows 7 still has support until 2020. It's still a great operating system that lets you be productive. What do you want, productivity or fluff?
