Power Leakage ? or something weird with DELL desktops

My dad has told me that he has been running into some problems for a whole year now. I do not know the full specs of the Desktops but I know the approximate specs
These are all DELL workstations custom build to his specs
Xeon E3-1245v3
Quadro K620
16GB ram
1TB HDD
400W 80+ Bronze/ Gold (Not sure)
The company owns 4 of these rigs but the thing is that when all 4 are running, the Breaker will go off. Unplugging any single one will allow the systems to run without the breaker going off ?
Also, He is running Win 7 Pro and Microsoft Office Excel runs slower on this rig than on a 5 Year old rig -.- Those rigs are running a Q6600 W/2GB ECC Ram and its still faster ?
Is there a power saving feature on the XEON chips that decrease the performance by turning cores off when under utilized ?

call an electrician and check the Amps

Plug 2 of them into a different socket (the socket that is on the other circuit breaker, of course). That is if they are all in order (just using a lot of power), and not faulty.

Well the thing is that he is a Electrical Engineer and even he cannot figure out the problem yet.
The company's power layout does not allow plugging in the Desktop's to another breaker as it is a Ground Level Store.
