I recently (a month or so ago) upgraded my PC specs. This is what I'm running now:
Intel i5-4690 @ 3.50 GHz Processor
ASUS H87-PRO Motherboard
ASUS GTX 770 GPU
Seasonic M12II Bronze 620W Evo Edition Power Supply
HDD 1TB

After running Error-checking on a non-Boot partition in the evening, next morning booting up windows on my profile (only profile) everything was working until I opened Google Chrome. Everything froze and Windows Explorer crashed. Trying Ctrl + Alt + Del didn't work. So i restarted my PC with the same thing happening again. Then i restarted my PC in Safe Mode and it didn't crash. After searching and trying almost everything the problem still hasn't been resolved. Only thing I haven't tried is re-installing Windows.

More in detail about the problem:
Everytime I start up my PC in normal mode, after the Starting Windows screen there is a black screen that last around 5 minutes or so, then when I enter my password the spinning wheel and welcome also stay up for quiet a while, and finally when i get to my desktop it seems as everything is running and Steam starts up and start updating but I'm unable to press any of the task icons when i attempt to start any program (Example: Google Chrome) my cursor start showing the loading circle and the screen becomes slightly grayer as a Not Responding program would and another black screen shows up in which Ctrl + Alt + Del doesn't work so I end up either turning off my PC by holding the power button or just restarting and attempt to find a way to fix it.
I would like to know how to fix this problem and is it possible without re installing Windows. Also is this a virus/malware or other kind of software problem or a hardware problem. (It shouldn't be a virus because i scanned my entire PC with Malwarebytes and AVG and quarantined anything suspicious, but nothing changed. Still crashing.)

(Excuse any spelling, grammar or paragraph errors. English is not my first language.)
Hope to hear from anyone who can help!

Seems as a clean boot helped, but the 3-5 min black screen is still there and task bar and start button worked for a few click and then it blackscreened again. If it's a third-party program how can I track it down? All drivers are up to date and no windows files are corrupted. Disabling ADMA00 did nothing.

Did you change motherboards in the system without re-installing Windows? If you did, you should at least run a Repair setup of Windows and get all the updated drivers and BIOS updates for the motherboard.

Also do a disk check on the hard drive with a utility from the hard drive vendor (not just the check disk from Windows).

I did reinstall windows when I replaced the motherboard. And disk checked both partitions. Also the problem showed up only recently. It was running fine for a month.

Don't just run the check disk from Windows, go to the support site of the maker of the hard drive, they should have a utility to test the drive. Checking your RAM would be good also, either try different RAM, try running with one RAM stick at a time you can also run a utility called memtest off a boot disk to test the RAM, that will run for a while.
