POST not displaying, monitor displays: out of range

I have built my first pc - when I turn on the PC, the monitor displays: out of range. I first updated the bios on Asus' website using a FAT 32 USB to support my cpu. My components are listed below. My power supply is connected with a 20 + 4 pin connector and 8 pin connector for CPU. My motherboard is mounted with standoffs properly. I am using a very cheap vga card, as my motherboard does not have onboard graphics. A few things I had trouble with was seating the amd fan in the motherboard - could that be the problem.

Also when I turn on the pc, the fans are spinning, the optical drive works. Also I didn't find a motherboard speaker with my build - so I won't here any beeps. My memory is in the correct dimm slot. There are no loose screws in my case.

CPU: AMD FX-8320
Motherboard: Asus M5A97 R2.0 ATX AM3+
Memory: Crucial Ballistix Sport 8GB (1 x 8GB) DDR3 - 1600 Memory
Case: Corsair 200R ATX Mid Tower Case
PSU: EVGA 500W 80+ Bronze Certified ATX Power Supply
Cheap VGA Card for video output: 3d Phantom VGA Card

I will get a proper gpu (MSI Radeon R9 270), but I want to know if the build is not working or the vga card is too bad.

Could be the VGA. Can you try your monitor on another PC or on laptop. If it works then yeah Vga card is bad.

Yeah, looks like the monitor isn't the problem. It works with an other computer. I guess the problem is with the VGA card. Getting the graphics card this Wednesday. I will have to wait and see.
