Why is my upload faster than my download?

I recently moved house and had fibre installed, when i do a speed test on my phone i get around 30 download and 7 upload. but when i do the speed test on my pc i got 5 down and 7 up? im using a powerplug Ethernet thing to connect

This is generally the way it works.
Of course it varies from plan to plan, but most of the time the upload is at least half the download, usually it's just a fraction of it.

If your phone is using a different network, such as mobile network, that could explain it, if it's using the same router then it sounds like a problem in your system or how you're connecting the router.
Make sure to buy a quality CAT 6 ethernet cable, just in case.

Perhaps it could be an error in your router settings?

Ah well, considering the upload is the same on both the phone and the computer then I would suggest looking in to the network settings on your computer and double check it's using the correct settings.
I assume you're connecting the phone to the router?
I would also recommend briefly trying out another DNS server, such as Google DNS.

Also, enter the Network & Sharing Centre, click Local Area Connection and state what it lists under 'Speed:'. This will give some idea of what your mobo and/or cable is running the port at.

My personal bet, as it always is with these damn network things, software conflicting.

You could also try picking up one of those tiny USB wifi sticks and seeing if you get the correct speeds on that, you can always return it soon after. This would narrow it down to the ethernet port.
Furthermore (While you're at the store) pick up a super long ethernet cable and hook it directly into the router - Bypassing the home plugs. Again, with the strict intention of returning soon after.

Honestly I'm not hot on network stuff, where I live network speeds haven't adapted speed-wise for about 8 years.
Still on the 'I could write a note on a snail, by law of infinite probability it would reach who I need it to go to before my internet catches up' - stage.
