CPU Usage high and Computer is loud

Every now and then, when I leave my computer running for 20 minutes or so when I have almost no processes, by the time I get back my computer gets extremely loud. When I check the cpu usage it is fluctuating rapidly. It goes between 25% and 60%. This happens even when I am not running anything at all. I also hate how loud the fans get. Also, sometimes my computer is extremely slow and there is lag when I am typing or moving the cursor. Can someone help me? Is it because my computer is having trouble with it's cooling system? I only have one intake fan at the front of the case. Here are my specs.

Case Cooler Master Elite 431
Power Supply Cooler Master GX 450W
Motherboard MSI 970A-G46 chipset am3+
CPU Amd fx 6300
Memory G.skill ripjaws x series 2x4gb ddr3 1600
GPU Asus Radeon HD 7750 1 gb
Optical Drive Asus Black sata 24x dvd burner
HDD Western Digital Caviar blue 500 gb 6 gb/s

Sounds like you have a gunkware infection to me. I recommend a linux installation to solve that problem. For beginners, I think SolydXK (based on Debian Testing IIRC), Linux Mint (based on Ubuntu), and Manjaro (based on Arch) offer some of the best point-n-click ready-to-rock distros out there each with access to great software repositories and point-n-click driver/hardware setup.

First check your tasks at tasks manager and see which program is taking that much cpu use.After that - right click on that task and click on end process.After that your PC may come down to normal.
