no power until bios reset

Have you checked the BIOS settings for anything out of the ordinary? It might set a setting wrong as default.
Also, did you install Windows with the SATA ports set as AHCI or as IDE?

Have checked the bios, I probably did not make myself very clear. When I reset the bios with the power supply switch off and then turn on the power supply without touching anything else it gets power and boots. I have unplugged everything from the mother board and tried it. I even hooked it to an exiting computer that is working and it does the same thing. This is an FX motherboard and an AMD A6 cpu, thinking of sending it back but want to make sure I'm not doing something wrong, have built a lot of systems but this ones got me stumped.

Ah okay I understood that wrong.
Have you tried shorting the power pins on the motherboard's front panel connector with a screwdriver? Make sure the PSU is on when you do that.
