Is Graphics card bottlenecking Cpu?

while playing far cry 3, graphics card is at 97% most of the time and even 99%. Does that mean it is bottlenecking the cpu? or is it the other way around?.Please shed some light on this..

System Specs :
Intel I5-4440 on Asus H-97 Plus board.
Adata 1600 8gb Ram
Saphire Dual-X R9 280x.
WD Green HDD.

You want the card at 90-99% usage so the card is using its full power. If your cpu usage is low while gaming then that means there is a gpu bottleneck or the game is poorly optimized. Your cpu shouldn't bottleneck and your gpu is nice so it wont be a bottleneck. :)
