Asus P2B-D PCI Slot issue

I tried to use a Rosewill RC-100 USB 2.0 PCI Adapter card in my MB. Once plugged into the slot when I try and start up the computer it does not even make it through the BIOS' routine, take the card out and the machine boots up no problem. Any thoughts will be most appreciated. Thank you in advance...
 
on some older pc some slots share irq. if the slot is next to the video card it can cause a hang. if not it may be trying to use same irq as another device. if your not using your com ports or printer ports turn them off free up irq 3 and 4 and 7 see if the system will post.

Good afternoon. I did disable the Printer and 2 Comm ports already and that had no effect. I will double check if the USB card was next to the video card or not. I recall reading in a post somewhere that this specific USB adapter card did the same thing for another idividual. Appreciate your input, thanks again.

Afternoon, apologize for the delay in getting back, I work on Navy Ships and at times they are not tied up. Anyhow, I have a NIC in Slot 1 and the Sound Card in Slot 4 with 2&3 empty. I tried using the USB Adapter Card in both 2&3, same problem, computer will not even start to POST with the USB card plugged in, fires right up with the card taken out. Any input on which slots I should be using if my current arrangement is not optimal would be appreciated? Thanks again...

Good afternoon, I just tried your suggestion, with nothing but the USB card in Slot 1 same thing, won't even begin to post. I am going to take it up with Rosewill, the card must be bad. Thanks again for your input, most appreciated...
