The FX-8320 is a poor choice for those games as many of them don't make use of more than 2 cores. Skyrim and SC2 are good examples of that

A build based around an i3 4130 will fit into that range, with a good combo an i5 4440 might fit as well.

That's just the games I'm going to play right away, I'm going to play more once I get into PC gaming :)

If I may add, the OP said a $800 PC. But does that include OS and peripherals (monitor, keyboard and mouse)? Most of the time people don't count those in but I thought I would ask to play it safe.

I also agree with Hunter. For those games, I would buy an Intel CPU.

Case: NZXT H440 and I am going to buy an external optical drive because the h440 doesnt have a slot for it

Couple of things

Go for the Hyper 212 Evo, its slightly better than the Plus for the same price

Drop the network card, your motherboard already has onboard ethernet so the second card serves no point.

Swap the RM750 out for the EVGA G2 750, its a notably better PSU for the same end price

You can also put the Windows installer on a flash drive to do the initial install so you don't need to have an external optical drive, but i'm still confused why their case doesn't have a 5.25" external drive bay....

As for the change in the post title change, support the community, put the original title and body text back, in the grand scheme of things your question was a drop in the bucket but could help another in the future if it has a relevant title so it can be found.

Well, lol. That blows your $800 budget. If you stick with that, I would change the PSU to a Corsair TX or HX. Higher quality parts.16GB is fine, but if you need to shave a few bucks, get 8GB which will be more than enough for the time being. Is there a reason you're buying the NIC card?

Personally, I would juggle a few things around and put a SSD in the build considering the amount of money you appear to be spending. Samsung EVO 120GB or 250GB.
