Low Budget Upgrade for Gaming PC

Hello every one, I want to upgrade my brother's PC but I really don't know what should I buy for him. I want some advice on what parts to buy. I don't think of buying the parts online but I will see what I can do. My budget is around 200 euros or 250 us dollars could go a bit off. I just want a decent machine, because we are having lag problems in games with this one. Is the fact that I don't have a graphics card the main reason of the lag? If so, please recommend me one, and if there is anything else I can do to make the computer faster for the right money, you can suggest me how to do so.

The Computer:

CPU: Intel Core i3 - 2100 @ 3.10 GHz (4 CPUs)
RAM: 1x 4GB DDR3 Corsair Value Select
GPU: I guess I don't have one, seemed funny to me when I saw that (but when I press dxdiag I see Intel HD Graphics guess those are integrated)
Motherboard: H61M-P21 (B3) (but when I press dxdiag I see MSI MS-7680)
Power Supply: Don't know, but I know this
450 W MAX
VOLTAGE 230 V
CURRENT 6A
50-60 Hz FREQUENCY
Hard Drive: Seagate 500GB
Case: Don't know but the tower seems pretty small
Operating System: Windows 7 Ultimate Edition 64 bit

The lag on high FPS will be attributed towards the lack of a GPU - the integrated graphics is ok for non-gaming applications where intensive graphics isn't present. If you lower the resolution and FPS, the games will play better.

A good gaming GPU will be way above budget, you can get better graphics with a $200-$250 graphics card - however, many will require a better power supply - which would run about $50-$100 in most cases. You will also need to make sure that the card will fit in the case, as some of the smaller cases won't allow a long full height card.

Will NVIDIA GeForce GTS 450 be a good idea? Since I have it from a previous computer, can I put that? I mean it's better than nothing and then I could spend the budget on the amd 270x

But I already have an i3 why should I get that specific i3 that you say, is it better? Anyways, I guess I will keep my CPU.
