Ok, first the build:
MSI Z87-G45
Intel Core i7 4771
Corsair Dominator 2400 16gb
Thermaltake Water 3.0 Extreme
GTX 780 ti

The problem:
I just installed the Corsair Dominator 2400 MHZ and everything looks right
Bios
The motherboard DRAM speed shows 2400 MHZ
XMP profile enabled
Dram reference clock showing auto

MSI Control Center shows 2400 MHZ for DRAM
advanced info shows timing correct at 11-13-13-31 for both sticks
2x8 in slot 2 and 4 ( please correct me if it should be in 1 and 3)

However, when I run a benchmark or check the MSI information on dram in control center it shows 1333 at 667 MHZ.
is this what it's supposed to show or is something off somewhere?

Nothing is overclocked everything is set to factory and all parts are brand new.

Is this right or am I missing something?

maybe you need to overclock the memory to that speed since i think intel cpus support only to 1866/1600mhz ram. It probably recongizes its 2400mhz just cant set it to that speed.

it's a haswell 4771 and I just ran the Intel extreme memory tuning utility and it see's it as 2400.
Everything I've read says it supports it (board and chip info).

i've seen someone with 2400mhz ram on fire strike or something with only 667mhz.

You're fine ;)  If bIOS and CPU-Z show at 2400 that is what you are running, 3DMark and many other programs simply show the mobos default for DRAM which is 1333

Flashed Bios and CPU-z is now showing a 1200 Mhz frequency it always cuts it in half so I believe I'm good - thanks!
