Will this PC build work if I wanted to make a video editing/photo editing custom computer, and what could I fix to improve the list. I want to run both Photoshop and Premiere at reasonable speeds.

I apologize if anything is incompatible, it's my first time making a list. My budget is no more than $1750

If this is for Video/Photo editing, you need more RAM. Depending on how heavy editing you're doing, I'd rec 16GB or 32GB for very heavy editing. You're also kinda wasting money on a core that will be underutilized for it's purpose, and you won't need an amazing video card for this.

In my original post, the [X2] meant two packages of (2) 4GB RAM modules, equating to 16GB. Also, what kind of video card would you recommend?
