so i updated my cousins computer from windows 8 to 8.1 but when i turned it on there was no mouse so i turned it off and back on then the mouse worked but it says there was a failure to start windows i can hit continue which just bring me back to failure to start theres more options what should i do

im not sure if i can get into the bios i can change the startup settings and it will enable safe mode enable boot logging enable debugging mode enable low resolution video mode disable driver signiture enforcement disable automatic restart on system failure should i do that ?

Your going to have to download (on a seperate computer) a copy of windows 8.1 and burn it to a disc or usb drive so you can have access to the repair utility.. either that or you're looking at re-installing the entire OS
