Really low FPS with r9 290x on BF4

I am stuck with 40 fps on bf4 ultra 1360x768 my CPU is a FX-8320 and my GPU is R9 290X why am I getting low FPS? My cpu is even overclocked to 4ghz?

It's an ASUS r9 290x

But... That's like buying a 4930k just to open Hotmail faster. Anyways, I'd bet something is wrong with your CPU because an R9 290X should get WELL over 40fps at 1360x768
