I have a few spear PC's and i was hoping to turn them into servers. I was planning on hosting Servers for games like garry's mod. I plan on being able to have at max 60 people or maybe 40 not sure yet. I am not sure how to do it and what the requirements are or if i just host it on my primary pc.

What are the specs? That's always the first step. You can probably install Windows 7 and run the server software from there, or install Server 2008 and then run some OP, disk backup stuff, and whatnot software.

It has a pentium dual core 2.8ghz and 8 gb of ram and i was thinking of upgrading it cause the motherboard can support a 2.8 ghz core 2 quad. It is running windows vista Home premium.

My recommendation - don't change any hardware until you know something is lacking. If they work, or can be made to work...try it and see how it goes.
Start small. 40-60 users is not 'small'.

What do you have a valid license for? Server 2008 or 2012 is not inexpensive.
