Certain games won't start (big issue)

For the last 6 months I've been unable to play certain games on steam, as well as games outside of steam. the few games outside of steam result in an error. The error itself is called: The application was unable to start correctly 0xc00007b. When I looked up the error, it said that is was caused by a defective version of Microsoft c++ visual studio. Well, I took the time and re-installed ALL versions of C++ I had at the time. To no avail. I also tried re-installing Net Framework 4.0, which also didn't help. However, this error is affecting more then just games. It got so bad, that I got really desperate, so I tried LITERALLY everything. From downloading DLL files to Running SFC Scans. No matter how hard I searched, I could not find an answer. So here I am now. posting on these forums.

What I have tried:

Anti-Virus Scans
Malwarebytes Scans
Adwcleaner Scans
Downloading DLL files and placing them in system32 folder
Hard Drive Defragmentation
ran sfc/ scannow through command prompt
check disk + attempt recovery of bad sectors
re-installing ALL of my c++ drivers/versions.
re-installing net. framework 4.0

I didn't always have this error. I got it sometime back in march.

Games affected;

Batman Arkham Origins

Rise of the Triad

Borderlands 2

Metro: Last Light

Far Cry 3

And a few games outside of steam. I assume this error was caused by a infected file not allowing c++ or net framework to function properly. Sorry if this post is too long.
 
Solution
Have you tried a clean install of the graphics card drivers? Depending on your version of windows, try running the games as administrator.

I did both. Nothing.
