If I upgrade from an i5 3570K to an i7 3770K how much of a FPS increase will I get in CPU dependent games like Arma 2 and 3?

I think your troubleshooting skills need improvement bro, If a weaker processor is doing better then your build why would it solve the issue by getting a I7. It's clearly a driver-heating-power-bad product issue which is leading to a performance issue

There will be hardly any difference but maybe 1-5FPS difference on a game in my opinion. So far current games only require only 4 cores which is a quad core CPU. The i7 is generally recommended by people who want to do hyper threading which is mostly for rendering videos.

So how come with my i5 @4.4Ghz and two GTX 770's do I only get 35-40 FPS on a server when a guy down the road from me is running an i5 3570 at stock speed with a GTX 660 and gets 60-80 on the same server.

Could be different graphics settings, could be poor SLI drivers, could be overheating, could be an insufficient power supply.

disable your sli and see if that helps! also he could be using lower settings/resolution
