Are texture rate & shader performance important for gaming???

I am buying a graphics card and my budget is 10000 INR (stretching myself...somewhere around 8k would be better but I'm ready to shell out 10k if required).
I am considering the Nvidia GTX 650ti and GTX 750 (any other suggestions would be highly appreciated). When I compare their stats, the 750 beats the 650ti but it is hugely inferior to the 650ti in texture rate and also inferior in the shader performance.
I wanted to know whether these (texture rate & shader performance) matter a lot in gaming???
Also, I have a poor CPU - Core 2 duo @ 2.9 GHz...which card would be more suitable???

PS: I'm upgrading for FIFA 15

i say go for 650 ti but it will need more power then the 750 can i get a wattage of your power supply and it also depends if you want the game to look better or don't care and just want to play the game

a gtx 750 should be fine to play fifa 15 i'm not to sure if it will get bottle necked i kinda doubt it will seeing that the 750 is only a mid ranged card to answer your 2nd question yes texture rate and shaders are very import en parts of gaming shader is for shadows and look of things and texture is what you see on the ground like grass tress etc

Then do you think I should get a 650ti? As texture rate and shaders of 650ti are superior to those of the 750...

Actually I have a dell 560s slimline which I am planning to upgrade...as it is a slimline, it's power supply is very low - 250 watts. So I have planned to upgrade the power supply according to my GPU's requirements. Also, as a slimline is not suitable for any upgrades, I am shifting all my components into a standard size cabinet. That should be OK, shouldn't it???
This also means that power supply required by a card is not an issue as I am getting a new PSU anyway.
Having said this, is there any other significant advantage that the 750 holds over the 650ti???
My requirement is to be able to play the game without lagging (and the better it looks, the better it is for me).
And considering that the 750 and 650ti cost almost the same, I want to go with the card that would run fifa 15 better...
(I'm a hardcore FIFA fan)
