Okay i am building a computer soon just wondered if the r9 290 tri-x will be able to run
on a Antec EA-650 Platinum PSU

CPU: i5 4590

Yes it will, you need around 500 watt with R9 290, i5 4590, 1hdd 7200rpm (guess), few fans and few USB that are connected (mouse, keyboard, camera)

Would it still allow space for a small oc on the r9 290 tri-x and the build also includes an ssd

Yes it will, since you have 650W PLATINUM psu you can use it up to 89%(578watt approximately) of itself on full load of your pc, and you won't be on full load of your pc like ever unless you do video rendering and such... for gaming it's rarely on full load
