Will this setup be able to max out graphics in modern game titles?

Hey Guys.

I'm building a desktop computer for the first time. I'd like a computer, which is able to max out graphics on most of the modern game titles. I have a budget around 1000-1200$.
This is what i'm planning to build:

CPU - AMD fx9370
GPU - XFX Radeon R9 290
Mobo- MSI 970a-g43
RAM - Kingston Fury 2x 4gb
HBB - WD blue 1TB
PSU - Corsair cx600 80+

I really don't know if this is going to be the computer i want, so i'd like some advise from you guys. What do you think about it?

It is tho.

You have a hdd, which can keep things but isn't fast.

RAM is random acces memory and needed for games to save calculations and make them.
The more RAM the more calculations it can save=faster
more mhz=faster calculating.
1600 mhz and 16gb (Kingston prefered) is just fine.

Thanks a lot.
While we are at it, do you see any problems with this setup?
Will there be any problems with cooling etc?
Is there anything that you would change or add to make this better? :)

Do you have a benchmark to support this claim? Everything I have read shows there is no difference between 8 & 16gb in games, even ram faster than 1600mhz only gives a few fps in some game so claiming an extra 15fps seems unrealistic but I could be wrong as I am no expert.
