Hi!

So I just build a new PC which has the mentioned motherboard. I have a wireless mouse with a loading dock which from I would like to load the mouse when my computer is off and then it would be fully loaded next morning. But I don't know how I can power my back USB ports when computer is off.

Simply put: I need USB ports giving power when computer is off.

Solution
You would have to either put the computer into sleep mode with the usb power saving settings disabled, or get a usb hub with it's own power supply adapter that plugs in to an outlet or power strip, which is probably the realistic option.
