Will this run games on at least high? Please offer suggestions.

Intel Core i5 4570
Asus H81 Plus
8 Gb HyperX RAM
1 TB WD HDD 7200 rpm
ThermalTake SmartSE 630 80 plus PSU
R9 280 or 270x
Cooler master K350 case

Is there anything I can change? Is the motherboard good enough? I won't be overclocking.

Yes that seems more than capable.
The 280 would give you higher performance over the 270x, but both cards should be pretty decent.

It also depends on the game. Something like Crysis 3 for example, may be limited to medium settings with the 270x. It's quite demanding.
Regardless, almost every other title isn't half as strenuous so it should be alright.
