Phanteks PH-TC14PE fans don't spin using y splitter

I have gotten me a Phanteks PH-TC14PE cpu cooler, but when i use the y splitter fans won't spin, if i connect 1 to the 3 pin cpu header on my Asrock Z77 Extreme 7 mb it works fine also when i try to raise the rpm.

Any idea why both don't spin?

The y spiltter is 3 pin and the other one on the splitter to use on the fan cable is 2 pin, fans er 3 pins, the pwm fan header adapter (which i by mistake thought where a low noise adapter) is 3 pin for the fans/y splitter and 4 pin to connect to a 4 pin cpu fan header
