I have an Asus Radeon R9 270, and whenever I try to boot with it connected to the monitor, I don't get a signal, but the pc itself boots up. The integrated graphics work perfectly fine. I was sure to delete all of the drivers from previous cards and the drivers for integrated graphics, and I also set the BIOS to PEG, but even then, still no signal and the integrated works when the card is installed into the computer. Also, to lessen the probability the card is broken, I tried installing another card ( with all drivers uninstalled) but still got nothing.
My specs are:
Cooler Master GX 750W 80 PLUS
Intel i5 4670k
1TB Western Digital hard drive
8gb Corsair Vengeance RAM
MSI z87-g45 gaming motherboard

If your integrated graphics is working, but not your dedicated, did it occur to you that the bios is set to integrated not PCI-e adapter?? I have the exact same card and I do not getting booting issues.

In my post, i said i have it set to PEG: PCI Express Graphics, not integrated

I have the exact same problem i recently bought a MSI R7 260x for my system i have updated the drivers on my pc & also downloaded the Latest Bios however still get a black screen when trying to boot the graphics card i know it's compatible with my system as my friend has a computer with very similar specs yet it works fine on his. I'm debating wether to buy a new Motherboard to see if that makes any difference.

But if its already set it to PCIe then your integrated graphics should be automatically disabled by mobo by default and should not be booting it. Either your mobo is having trouble recognizing compatibility with the card or your Windows OS is not playing nice.
So there are 3 possibilities why your card isn't being recognized by the system:
1. Windows OS can sometimes be stupid and doesn't want to recognize the card. Therefore you have to boot your systems with integrated gpu and go into "Devices" and check display adapter. Try to do things that force windows to recognize it. If it still fails, then your only fix here is to reformat your computer and do a fresh install which usually eliminates all problems.
2. You've uninstalled drivers inappropriately. For AMD cards you should always download the program from AMD website called "driver cleaning utility" (should be listed under suppor/downloads section or just google it). This program ensures all registries and hidden files are removed. If you go through windows own uninstall mode 100% of the time it will never remove all files. Do this step first and then use CC cleaner after reboot to clean the computer of any junk files.
3. Your motherboard is having compatibility issues (rare and not often) or your top pcie lane is dead (which is even rarer). If you have another PCie 16 lane try that or another slot.
I have never experienced any issues of putting a new gpu in and not booting. Even without removing the drivers windows should automatically configure the drivers on the card. I have the exact same card and I'm using an even older mobo MSI 870-g45. So I am sure that somewhere when you either uninstalled drivers or windows remnant files are corrupting stuff.

Most mobos should be compatible and should detect the hardware because its a plug-n-play thing. I have a much older mobo from 2010 MSI 870-g45 and it didn't get any issues with it.
Somewhere along the way you people must have uninstalled drivers and what not caused issues with Windows.

meat_loaf i'm not sure then i'm not a big brainbox & don't claim to be when it comes to computers i usually look up on the net before i do things & read manuals. I have latest drivers & bios installed. My friend has a pc with similar specs to mine & it works fine on his. I have read up on this issue & i know everything in my system is fully compatible.
System specs are:
Windows 7 x64 OS
I5-2310 multi core 2.9ghz
8GB Ram (plenty enough for gaming)
ECS H61H2-M2 version 1 Motherboard
Seagate Barracuda 1TB HDD
700W Evo Labs PSU

I will NovaTronMC it is still really bamboozling me as i have the latest drivers latest bios all components are compatible yet it doesn't even start up just goes to a black screen. Yet it works fine in my mates pc & he has very similar specs to me. i seriously think it is a motherboard issue. I have disabled the intel enteregated graphics already installed on my pc.

If your mobo has other PCI connection like the one you connected your graphic card try there

Took a while to get back to you because of work/school/stuff, also because I just needed some time to breath after doing all the software suggestions you made ,and also cleaning out my pci slot/ moving to different slots, but no improvements made. Any chances it might still be something software related or do you think it really is the motherboard? ( and again I tried 2 different cards after each solution and got nothing from either)

If nothing works, then perhaps your last resort is test the graphics card in another computer. If the other computer is able to boot it then it ultimately means that your z87 is having issues with its PCI-e detection. In that case I would contact the manufacturer and ask them. Sometimes intel boards do not work well with AMD cards.
