If I added a better graphics card to this:

Yes the one you suggested is pretty decent for its price, and adding a GPU will make it strong enough for medium-high gaming. Just don't add the HIS you picked up on PPP.

Like are they at the same kaliber? Could I run minecraft at full settings on both of them?

Yes you can, after adding a good GPU like R9 270/X or GTX 750 Ti to the prebuilt one.
