External hard rive showing slow transfer speed?

I have WD Elements 1023 1Tb external hard drive for about 2 yrs. It has been showing inconsistent
transfer speeds for few days. When I try copying files to the drive, the transfer rate is inconsistent, I mean it varies from 0 bytes to 1 Mbps taking like forever to transfer just 1Gb file. It used to have about 27 Mbps transfer rate.
I formatted the drive(both by using quick erase and full erase by using WD Data Guard)
I used the Hard Disk Sentinel and WD data guard to test the hard drive. When i performed Quick test, it just shows "error status:7 checkpoint: 97 .....error by read element" and aborts all the test. When i try to runt the surface test, it keeps going on "not responding" and my system hangs. It shows that there are 9 weak sectors in my hard drive.

*How do I fix my drive? (if there is any software issues)
*Is my drive fixable if i goto repair shop? (if there is hardware issues)
And lastly,
*If the issue is hardware then how did this happen? What should i do to prevent any future happenings?

I am really sorry that you are facing issues with your WD Elements. I would say that this error message is most probably associated with bad sectors on your drive. I tend to believe the WD DLG tool more, as it is WD products specific.

When a drive starts to show odd behavior, your best bet is to back up your data as soon as possible. It is good that the hard drive is still transferring files, even though slowly.

After all your data is backed up, it will not hurt if you try the drive on a different computer, use different cable and USB port.

Another thing I would suggest is to contact the WD Tech Support by e-mail or by phone and inform them on the DLG extended test issue: http://support.wdc.com/

When i ran chkdsk from command prompt, it reported 0 bad sectors. For about HD tune, I will give it a try. When I ran chkdsk from properties>tools, it just completes without error.
