Whenever I game on my PC, my CPU usage is really high (normally 90-100%), but when not gaming idles around 1-4%. Is this normal or do i need to replace a broken part.

It is to be expected, depending on the games you are playing.

That's normal. You want it to be high or you are not using your CPU to its full potential.

Do you have anything else running in the background when gaming?

Leauge of legends, borderlands, and a few other games on steam
it does it to most games

Borderlands 2 is very cpu intensive but idk why league is lagging.

1-10 FPS? that's REALLY bad. Make sure your gpu is seated properly and re install the drivers. Also, get your cpu and gpu temps.

What ruecklm14 said. Your computer has a decent enough processor (speaking from experience here). I'm not familiar with Nvidia GPUs other than the Quadro NVS 140M in my laptop, which I'm obviously not running many games on that. However, you should be able to get playable FPS out of your card, with possibly reduced graphics quality.

Yeah i had a i5 3570 and a 650 ti boost and got around 40fps min in borderlands 2 on ultra and the gtx 660 is 10%+ better than the 650 ti boost.

Forgot to check my temps during my test game but it worked on improving the overall rate while i wasn't at 1-10 frames. the way it happens is weird, i play most games (happens to all) after 10 minutes the fps just starts so drop from where it is like 60+ to really low (1-10)

Sounds like a DRAM issue possibly, try tunning memtest.
