I bought a Sapphire HD 7950, and tried to install it.

I bought a Sapphire HD 7950, and tried to install it. Upon booting up it would beep 6 times then the power light would just stay on. I did replace the power supply from a 300w to a 550w prior to putting in the new card. Originally the computer was a rebuilt HP Envy H8-1414 with the power supply being the only thing I've changed.

I can't say for sure if this is your problem, but some OEM manufacturers like HP (especially) 'lock' their motherboard BIOS to prevent certain gfx cards that they don't sell from being recognized. They do this for two reasons; to avoid letting the end user install too much gfx card with the low end PSU that comes stock with the system and to make you buy the card from them. I have worked with several HP owners here on the forum in the same situation as yourself. They all wonder why the retail card they bought won't work in their machine. You may just be out of luck.
Contacting HP may get you a solution, but I wouldn't bet on it.

Alright, Thank you for your input on the matter. I'll definitely try contacting HP .
