File History wont turn on.

Recently i had to send a drive back to western digital and after pulling the drive windows 8 file history is tweaking. I click the turn on file history tab under the file history tab in control panel and I get error window saying "Could not enable file history, The service cannot be started either because it is disabled or because it has no enabled devices"

I have multiple images and file history on other drives but i cant create new ones on those drives.
Things ive tried
1.) run system file scan through command prompt, "sfc/scannow"
2.) Changed my account from a windows to local
3.) made sure sharing was enabled for the drives and network discovery on in the network and sharing options

Everything was fine until i pulled the drive out. The drive was a raptor drive as a slave setup. before i removed it i formatted it. I've looked online for this issue but cant find this exact error fix.

Surely the answer to any problem is "reinstall windows" but that's stupid, annoying, and time wasteful. Not everything makes it back the way you had it without spending hours installing and configuring.

Solution: Search "view Local services" in windows search open it. scroll to "file History" on the list of services. left click to highlight right click start.

After enabling File history service i still cannot turn on file history in file history.
