Above Requirement specs still lags?

I am playing dragon nest SEA, it's an online game
my computer specs is

GPU: Geforce GTX 650
CPU: Intel(R) Core(TM) i5-4570 CPU @ 3.20GHz (haswell)
Motherboard: Asus H81M-A
Memory: 4.00 GB RAM (3.94 GB Usable)
Driver version of the GPU: 340.52
OS: Windows 7 64-bit
Direct X: is updated

which is above average for the game and still i experience some graphical lags and stutters, it will stutter a bit for like 2-3 seconds then it goes smoothly then it happens again after a while

This is really annoying considering that i am above average system requirements

Can someone enlighten me what is happening?
the temp of my CPU while i am playing the game is around 43-50, usually 45 (according to asus AI Suite 3)

Also i try to play battlefield 4 on medium settings in 720p resolution and i still lag?
IF i upgrade my ram to 8gb will my current specs will be able to handle it? how high can i go?
(medium,high,ultra)

I dont think 43-50 temp is overheating already or it is?
OS is freshly installed and reformatted and why should i check with a different psu?

With a 64-bit os, you need more than 4gb of ram for bf4. My guess is that the occasional stutter is caused by your hard drive, ram or possibly a malware of some sort. What is your cpu load and ram usage while doing nothing?

cpu load varies, when i try to check it using task manager i'll see 3% then spike to 10%-15% then goes to 5% and so on ( with couple of background programs like norton internet security, google drive, google hangouts, asus ai suite 3)
I can't check the ram now because im using windows update and google chrome servies running in background but at current its 1gb most

upgrading my Ram to 8gb will solve it (battlefield) i still dont knw why i lag/stutter on dragon nest as my components are newly bought

i have no lags with dead space 3 in high settings :(
 
sorry for the late reply i have some issues with the internet yesterday.
the temps of CPU & GPU are fine.
sometimes a faulty psu can cause some weird problems like this due to insufficient power supply.thats why i have told u to check with a different psu if possible.
i have not noticed your RAM before do a memtest for your ram and while playing games when u are getting lags minimize the game go to task manager under the performance tab check the memory usage.If its almost full like 90 % then that could make your pc and game slow.
plus defrag your hdd and scan for bad sectors and scan your pc with a good & updated antivirus and scan for malware with malwarebytes.

the lag/stutter only lasts 1-3 secs then gone, i tried what you said but its not 90% full
also if you read carefully i am above ram requirement for the game

if you read carefully i already said that the os is freshly installed however i still tried to defrag my HDD
im using norton anti virus with subscription that came free with my PC Parts when it was bought, i did scan with malware bytes and got no malwares detected

im using a corsair 550 PSU, also newly bought, i don't think corsair makes PSU with cheap parts . .
 


yes corsair make the cx and vs series with cheap capacitors but that's not the point....
try this......
Closed out of all open applications and opened task manager, right click on "BF4.exe" and set the priority to LOW and in game in the console "~" type gametime.maxvariablefps 60.
