Graphics card fan isn't working

So here is my setup im working with.

So my issue is that my fan on the right of my gpu works perfectly but the one on the left doesn't move at all. I'm not sure why it does this as it was never broken or anything. Everything looks fine on it the fan looks good but just doesn't work. If you know why this is happening if theres a setting that i have to switch just let me know i would appreciate it.
 
Both the fans should spin in tandem.
As a test use CCC, choose the advanced user options.
And manually set the speed to about 80% duty cycle.
If the second fan does not spin.

Then you should check you have all the required 12v Pci-e connectors from the Psu to the edge of the 270x card.
Make sure the Pci-e connectors are firmly pushed into there respective connector on the card.
And that you have connected the eight pin from the Psu to your mobo eight pin socket of the mobo near the cpu socket.

It may be a dead fan or a broken wire.
So if you still get no response from the second fan It`s time to Rma it as faulty, and why not. You did not list the Psu you have so you should check if it`s up to the job with the 270x card fitted to the system, in watts and amps.

If your bellow what the card states it need via 12v in amps and watts it may be the cause, a lack of power.

Hello everyone. I have the same problem on my Sapphire HD 7870 Dual-X. The fan farther from the display outputs does not spin at all; when I start the PC, this fan start spinning, but stop itself after a couple of seconds. I tried to force manually the speed in Catalyst Control Center and I found that the second fan starts spinning at 82%. With auto speed regulation (the standard setting in CCC), even under heavy load the second fan never turns itself on. So, correct me if I'm wrong, from what I've read this shouldn't be a power saving feature but a real problem, a failure. The GPU also gives random graphic artifacts very often, when loaded or even at idle, resulting in some cases in full system freeze. May be this a consequence of bad cooling over time? (I noticed the second fan failure now, but who knows if it never worked at all...) Thank you!

Both fans are wired in parallel, so they both run together. If one has stopped, it is because the motor is failing or has failed. If it runs after you give it a spin, it may just need cleaning. If not, it is probably dead.

I tried to give it a spin, but it didn't work. It turns itself on only forced at 82% via CCC. So, according to you, this failure could have caused the artifacts and freezes I mentioned above?

It could be if the artifacts occur due to high GPU temps and one fan isn't spinning.
