Asus HD 6450 no video

I'm pretty new to all of this so I'm sure there is an easy solution I'm missing. I have a pretty basic Dell Inspiron running Windows 8.1 64 bit and I wanted to upgrade from the Intel HD Graphics 4000 that came with the system. I've uninstalled the Intel drivers, installed the Asus drivers, and installed the card. However, there is no output from the HDMI port on the new card and it doesn't show up in the Device Manager on the Control Panel. I've tried looking in the BIOS for primary graphics settings, but couldn't find anything. The unit has a 300W PSU, which while it isn't huge, I would think would be large enough to run this fanless, low-power card. Any and all suggestions welcome.

We'd need the motherboard model to lookup the BIOS graphics settings, but see if resetting the BIOS makes it auto detect the HD6450. btw. The Dell BIOS may be blocked which is usual in Dell computers, so the Graphics settings may be inaccessible.

It's a Dell Inspiron 3847. BIOS version A04. Is there a way to get to the Dell BIOS to access the Graphics settings or am I going to have to try to return this card?

There's no way to unlock the Dell BIOS only a Dell technician can do that... if the setting is hidden, try resetting the BIOS and hope it works... Any other card will probably get the same results, so returning the HD 6450 may not help.
