Is my laptop underperforming?

Hello everyone!
A week ago I bought my laptop for gaming. I've been using it for some time and I started to think is my laptop underperforming. It's a Lenovo G510 with i7-4700MQ, 8 gb ram, AMD Radeon HD8750M 2gb and Intel HD 4600 . I bought watch dogs to test this bad boy and I was pretty excited bet when I saw that even with everything set to low my fps wont even get to 40 (I also tested this with AC4 and Crysis 3 same deal, even with everything set to low I couldnt get these games over 40 fps) I updated all my drivers, download catalyst center. I looked up on youtube and everyone else had more options than me on catalyst center, why so? I set every game on max performance and also clicked on my battery and clicked max performance. I unparked my cores, I did everything to increase my performance still no luck. I tested Minecraft, LoL and Batman Arkham origins they seem to run fine over 60 fps. I know that AC4 isnt optimized that well and my GPU isnt that great, but should be able to get more fps. I tried to look for more tutorials, overclocked my CPU. I think I did everything possible... still no luck with those games...
Is there something I am missing? Is there a way to run both my graphic cards at the same time? Sorry for these dumb questions, im new to this kinda stuff. :D

No my radeon card is not the default one, but all my games are set on high performance, so when I launch my amd card is running not intel.

 
So lets be clear you didnt buy a "bad boy" of a laptop. That laptop has a 2.4 ghz cpu that is not designed for gaming. You are getting results that are expected with your parts. I sorry to say but if you wanted to truly game on a laptop, lenovo is not the brand. A really nice gaming laptop would have cost you more like $1800 or $2k. When I viewed the website it appears you laptop is using integrated graphics and your performance is at its best. I would think about returing it and getting your money back if possible.

I know that its not the best, but I've seen people running games with worse specs than mine but they get higher fps or the same, just sayin...

what do you mean by amd settings? When i right click i can only see graphics properties and configure switchable graphics and I've looked all over catalyst center and cant find such thing..

your system is not 'underperforming' it's actually doing as good as it should do, check some videos of Radeon HD8750m https://www.youtube.com/watch?v=0y2G6KLy29M

As I said before, it felt like its underperforming, I didnt say that it is underperforming

Any way, is there still something left to do, I've already unparked my cores.
And I just remebered, when I try to use radeonpro it shows an error amd atl libraries couldnt be initialized

the best you can do is reinstalling windows and drivers, get a booster that will close everything while you play, set your dedicated GPU as default, lower watch dogs's settings, don't try gaming and recording, re-paste your GPU/CPU with IC Diamond, buy a cooler, buy an SSD, buy more RAM if your system lacks ram and overclock your GPU/CPU or even get an external set up if your notebook/laptop has thunderbolt port(s). You could also buy a new system if you got the money.
