DVI No Signal

About a month ago I made a post about having my graphics card fry in 6 months and having to spend a week to get them to give me a replacement. Well i'm back again because their replacement doesn't work either. I get a post code 62 on my motherboard and even after uninstalling and installing my drivers, resetting bios, replacing DVI cord, getting a new PSU and making sure everything is fit; it still doesn't work. Without the card plugged in to the PCI-e connectors it works fine; however, I get a DVI no signal every time I boot my pc. If anyone has any suggestions on what to do I will be happy to do it. Otherwise stay away from this company for not even trying.
Edit: Crap, didn't even realize that on accident I deleted the specs. It's a Sapphire HD 7950 for my graphics card, PSU is 600 W Corsair bronze, and motherboard is a ASRock Z77 Extreme4,I have it set up the same way as I did a month ago so that's not a issue. I'll try doing what you said Shaun; will get back to you

Specs would be nice. Please include how you are attaching the monitor and powering the card.

Before you put the card in the Pci-e slot of the board do this.

Connect the Cable to the back of the motherboard if you were using the on board video solution of the mobo via the 15 pin D-sub Dvi port or Hdmi ports provided.

Enter your bios.
In the section where it says Graphics adapter you will have a list of devices, or interfaces to set as the primary default graphics device.
Make sure Pci-e or Peg is selected.

If there is a setting to disable inter grated graphics or disable IGP disable it.
Save the settings before exiting.

Power the system off.
Insert the Pci-e based graphics card.
Make sure any 12v Pci-e power connectors from the Psu are connected to the edge of the graphics card.
And that the eight or four pin connector from the Psu provided is connected to the motherboard.
The connector on the mobo for this is located near or around your cpu socket eight pins or blocks in length.

Right.

Now if you look at the back of the graphics card.
And you have two Dvi ports, and are using that type of connector to connect to your monitor.
You must take note of the pins to the left or right.

You are looking for a single flat pin on its own, this designates a digital Dvi output.
Where as if you look at the other Dvi port it will have a space for a large flat pin and four smaller ones that surround it.
This port can be for an Analog wired Dvi cable or can take a Mix of a Digital.
Now look at the end of the Vga or Dvi cable from the monitor. and the side where it will be one flat pin or four surrounding it.

Make sure it goes to the right Dvi port of the card.

Connect it up.
Power the system on.
Let me know if it works after this, Follow each step checking what is in the list above.
