Is my Graphic card and Processor combined good for gaming?

I have a GTX 760 4gb and Intel Core 2 @ Quad 2.66GHz, are they good together combined for gaming?

In watchdogs, I get some lags on it when driving around. even on low settings.

Is my processor too weak?

Your cpu is weak but shouldn't be a bottleneck. I'n newer games it might be a slight bottleneck. I have a i5 3570k and 780 ti and get lag in watch dogs. That game is just poorly optimized.

Your processor is bottlenecking your card. Have you installed the drivers for your 760?

Um, sorry. That CPU is bottlenecking the 760 by a good bit. A new i3 or lower end i5 would balance it.
